Juan Bautista Cartes Rodríguez

Juan Bautista Cartes Rodríguez is a professor of Public International Law at the Complutense University of Madrid and currently serves as Coordinator of the Master’s Degree in International Law. He holds a PhD in International Law from the same university, awarded summa cum laude by unanimous decision and with International Mention. His doctoral thesis, devoted to the African Court on Human and Peoples’ Rights, was honoured with both the Extraordinary Doctorate Prize and the Jaime Brunet Prize for the best doctoral thesis in Spain in the field of Human Rights.

Alongside his academic responsibilities, he has developed a distinguished record of international engagement in the fields of human rights and international law. Since 2020, he has served as Deputy Coordinator of the Middle East Team at Amnesty International Spain, and since 2024 he has been a member of the Committee on Diplomatic and Consular Immunities of the International Law Association. He is the author of numerous scholarly publications published across Europe, Africa and the Americas, several of which have been recognised for their legal rigour by institutions such as the Peace Palace Library in The Hague and incorporated into the Max Planck Encyclopedias of International Law as reference material.

He has delivered lectures at universities and institutions in Spain and abroad, collaborated with specialised media and civil society organisations, and appeared as an expert before international tribunals, including the International Criminal Court and the Inter-American Court of Human Rights. His academic formation includes advanced studies, among others, in Lebanon, Tunisia, South Africa, The Hague, and United Nations institutions.
